What is the cheapest set of struts I can use with these, and be safe?

well AGX's are a decent choice, nice struts but only warrantied up to a 1.5 inch drop. If your going with more then a 1.5 inch drop you have 2 choices.... Koni Yellows or Tokico D-Specs (I perfer the Koni) both are expensive...
Retail MSRP
KYB AGX - $699.99 (can be found about $550)
Tokico D-Specs - $953.84 (can be fond about $600 + shipping)
Koni Yellow - $936 (can be found about $600)
like I said AGX's aren't recomended, in my opinion Koni is the better strut then the D-spec, the biggest advantage of the D-spec though is the frotn and rear struts are full dirrect replacements, the Koni rears are a full replacement, the Koni fronts you have to cut up your stock front struts take the "guts" out of them and but the Koni in, the Koni fronts are cartridge inserts.
Beyond those choices there is full coilover kits
Check eBay, I got a set of AGX's, all 4 for like 370 shipped, until I decided on Konis.
Thanks for the info, I think I am going to go with the Koni Yellows.
