As title stated I want more HP new to the car world and started googling how to go about this. I saw things about putting a cold air intake, new exhaust system etc. I want to know what would be the most affordable way to give my cavalier some more HP without breaking the bank. Any advice would be appreciated still new to this stuff.

Don't have a specific goal at this time to be honest ,but I would like to just increase my overall HP. As of right now I have $1000 to throw into my car...
05 Cavalier owner looking to Gain HP
unfortunately, just has gotten so much more expensive since I made a '99 Z24 run low 13's for $1200. If I had to duplicate that today, it would easily cost $2000. You can probably get 200 whp for about a grand if you can do fab work and know how to weld.
Here you go. These parts can be sourced for close to that price used on cobalt and cavalier forums/facebook groups.
