If it helps anyone it was laying over the tranny on the driver side between the block and the battery. No ends were hooked up.
The car's supposed to be running within a few days... not seeming it will. Just because of this 1 freeking hose.

check where your map sensor is, check where your fuel pressure regulator is, that sounds like it could possibly be map sensor.

Stock 2.2 OHV engines have a molded hose assembly that bolts to the throttle body. One line goes to FPR, one to HVAC, one for evap. The map sensor should be directly mounted to the manifold. And maybe im.wrong, but I thought cruise control was cable actuated on all 3rd gen J's??? Hope this diagram helps.
