That's a true cold air intake while the first one you mentioned is a warm air intake as it draws air from inside the engine bay.
The intake Philly suggests puts the filter into the fender well for true cold air ingestion and not hot air from the engine bay.

That is a great intake! I had the polished one on my former '02 Sunfire SE Sedan and it fit, looked and performed great. My only suggestion is to get a quality air filter for it i.e. AEM Dry Flow or K&N (I used an AEM Dry Flow filter) because the one it comes with is cheap and crappy. Even if you spend another $40.00 or so on a decent air filter, you're still way below the price of a real AEM. You may also need a small rubber grommet for the IAT hole because the kit I got didn't come with one, but they can be found any auto parts or hardware store for a couple bucks so it's not a big deal.
I believe this is the only intake for the 2200 that connects directly to the throttle body.
