So what do they do when they bore tb's do they use a big drill press or what? do they have to put new butterflies in? How much does it usually run to get it done? What is the best size to go with? And what are the hp gains like 2 horses?

Can't really answer all your questions, but I had mine done by SMG, for 200 bucks. As far as I know there's a GP going on for it still, but you'd have to double check on that. As for size, I think they do up to 62mm on the Eco.
you cant go any bigger then 62mm with a stock tb. and you'd have to find a REALLY good machine shop to do it right i've done a few for myself and others and it was a hassle unless they know exactly what they are doing. honestly as mentioned it'd be a few more bucks but much easier on you to have SMG do it. 200 isnt a bad price for one at all and they've done quite a few and know what they are doing. i think i've spent around 125-150 for all of mine each time but as i said they werent perfect and a hassle trying to explain to them what to do.

dont quote me but i beleive someone said, on a stock motor, it was like 10 hp but it was at like 5500 or 6k rpms. someone tried it on here a while back and posted it

a nice set of cams, and some head work would definitely help but you have a good start. and retune with all of that would definitely help more. you change the VE tables by adding more air and all is why the retune would help. it wont hurt to get it now but dont expect a big gain until other mods.
