There are plenty of Fast Cavaliers, just not as many street / street legal ones.
Mine ran a 12.31@113.05 on 10 psi of boost. It's 100% street (full interior, full tank of gas, etc), but I do run slicks on the track.
I know there are some more street / street legal J Bodies in the 12's, just not sure who they are.

i should probally be one of the top boosteded ecotec's on the board. Last year my best et was a 13.75 on 8psi and best mph was 105.85. I also wasnt' tuned. This winter i am doing many updates and will be tuned running somewhere in the 18+ psi area. I will be sure to post my times though
