Fuses will because of a dead short or a grounded short, fuses will not blow due to an open because that simply extremely high resistance.

A dead short is where the power wire goes to a ground before any load, in a grounded short the wire goes to a ground you dont want after X amount of loads.

Take a 12V test light and put it where the fuse goes. Turn on the headlights. Now you need to open connectors one by one. You want the test light to go off after you open a connector, that means you broke the circuit. If the test light stays on and it is before another load in the circuit, than you have a ground before the next load and after the last connector you just tested.
