Just like you can temporary kill your rev limiter when using seafaom. I had reved several times in neutral up to the limiter, and then accidently dropped it in reverse. I slammed my foot on the brake, and tried to drive for a bit, It worked fine other then hitting 6.5-7 rpms at WOT.

If it has an electronic sending unit, that is totally normal. It's just the gauge calibrating itself.

could also happen when you chirp your tires @ shift.

Ive seen Grand Prix's do this on startup, but its the calibration, the only times ive seen a car show high speeds with little or no movement was when i blew a halfshaft in my Sunbird (car showed going 60 when it wasnt moving) and when i loosing traction by spinning my tires in my Sunfire, but thats about it really.
