I haven't owned a j-body in a couple years, but it might be due to the turn-signal relay opening and closing (the clicking you hear). The wire might be touching the pedal, or sending a vibration down to the pedal from another component.

the turn signal relay is mounted to the bracket for the brake pedal

Welp, there is your answer. I haven't owned a J-body in a while, so I wasn't sure where the relay was located. The clicking you hear and feel is a magnetic circuit being openned and closed when a current is introduced.

I know how a relay works.

And being that it is mounting on the bracket for the pedal makes perfect sense why I can feel it.

Why is it mounted there of all places? lol

so that if when you turn and the wheel didnt fully turn to disengage it you can feel it and not drive in front of someone with it blinking for 40 miles.

idk my guess
