I did a search and nothing specifically regarding my problem popped up. Here's my issue: I just got back into a J. A 96 coupe and as I went to scan it for codes via the OBD2 port I immediately noticed my scanner didn't respond. I turned the car on and even started it yet still nothing. Scanner refused to light up or turn on, even checked the wiring and everything appears to be intact and connected.
Any thoughts? I had my local AutoZone try to scan it and even their scanner wasn't responding. It's like no power is going to the port. Thankfully the dash isn't showing any lights save for an ABS light but that's no big deal.
I'd really appreciate any insight into this and how to approach it. Thank you

Appreciate it but, I gotta be honest. I don't understand a lick of what I just read on that diagram. I'm guessing I need to take a volt meter and check one of the pins(16?) to see if it's communicating with the battery?
I'm not very electrical savy. Any chance there's an idiots guide? lol

Voltmeter to grounds #4 and again with #5 with negative lead, red lead to #16.
