ive got a 99 sunfire gt, been sittin for probably 6 months, i swapped pcm and and harness, rolled it over, jumped it time, tore it apart to retime and see if it bent any valves and whatnot, turned crank 90 clockwise from tdc, lock cams in, rotate CW back to tdc, but it wont go, turn about a tooth from tdc, and 2 teeth from 6 o clock, no matter where cams are. no idea whats going on, it just locks up solid. no broken connecting rods, or anything like that either
also, the plugs are out of it too, and its in neutral lol

One of mine did the same thing when it dropped a Connecting rod bolt. Jammed it between the cylinders. it would turn both ways about 90 degrees. I hope that's not you problem. Good Luck
