I can only really describe the coat as similar to the sound of wearing a coat, and having the arms of the jacket brush up against the main part that zipper like fabric on fabric noise if that makes any sense at all. I took a listen yesterday and it seems to be coming from right around the steering wheel itself and isn't audible in the engine bay or further down the steering column. Any idea's?

it sounds like it is the clock spring to me or right where the steering wheel is. i find a lot of cars that come into the shop i work in have this noise. nothing to out of the ordinary.

The plastic shroud that goes over your steering column might not be on right, and rubbing. Try loosening the (7mm) screws from the bottom, realigning and screwing it back in.

Had a similar issue, and ^^^^ was the issue.
