My passenger headlight is dimmer than the driver side? I changed the bulbs and got the same result. Any Ideas?
Is the headlight cover all dull and cloudy? If both are clear check the voltage at the socket it should be somewhere between 12.5 and 13 volts.

The voltage is 6.8 on the dim sided headlight. I cant seem to locate a frayed or short in the wire. Does anyone know where the headlights are grounded?
Not sure, but a quick fix is to run a new ground wire to a new location. Run it straight off the back side of the socket and ground it at a bolt somewhere in there. If you solder the connection and insulate it properly then it would be good enough to make it a permeant fix. Thats probably what a shop would do anyway. It's what I would do. So long as the wire connection is soldered and properly insulated it's fine.
When I worked in the dealerships, we had a large number of J-bodey vehicles come in with this concern. It turned out to be the forward light harness assembly. You need to take the harness out of the car, tear it open, and inspect all the splices in the harness. It's going to be corroded splice. I fan tell you though that they are a pain in the ass to find and in my opinion easier to find a used harness from a state that doesn't salt the roads, or buy a new one. Last I knew, a new harness was about $750, just for the haness. But that was for my 99 Z when I had to replace it. I don't know what a base model costs without the fog lights.
And if you do try to tackle th e harness on your own, I can tell you that the GM manual has incinsistencies on where each splice is in the harness. It seemed to me when I was working on them that each person on the assembly line put the splices where they were convenient for him/her. So you'll have to tear apart the entire harness.

replace your blown fuse, blown fuse causes a ground fault similar to the day time running light voltage. See it all the time around here.
If it is not the fuse it is a bad ground.

I have a 2002 ls sport with a dim right headlight, no right side high beam and no DRL's.(clicking several times and service light is lit)
Can someone tell me what to start measuring Voltages to trouble shoot? Body connector under the battery is clean and the pins are perfect.
I also have a single black wire sticking out of my BCM. Are all 2002 J body's that way or should this be connected somewhere? I cannot tell where it was originally attached.
