One headlight? low voltage

Please help me out i keep getting pulled over first for a hole in my exhaust and second i have one low beam light that wont come on please help. the ticket was 110 bucks. I checked the voltage at the plug it was 8.4-9 volts while the other side is 11.6. I also cut back some of the plastic and checked before the plug it was about the same.
Any help would be great 98 cavalier z24 with fog lights,

The pos. power for the headlights comes from the inside fuse box there is one fuse for each light . the headlight switch runs the ground to the headlights , the porblem most of the time is the headlight swicth .

I know its a stupid question, but did you try changing the bulb?

yes i did and it didnt come back on, so im trying to find the problem, might check the ground , i read it there to much resistance it could be that. if all else fails might have to change the switch on the collum but one side still works, ive been reading none have power if its the switch. one sie has 11.5 and the other under 9 volts.
Pisses me off cause i know the pigs will pull me over again.

With 9 volts at the headlight, then yes, you do have excessive resistance. Trace the wires back and look for a wire that looks pregnant. Also, look for the ground location on the body of the car. Chances are it's so rusted through voltage can't reach ground, and rust can cause a large hike in resistance.
Another problem could be the headlight socket. It could have corrosion built up inside it making the connections poor.

Thnaks very much guys i hope its not the switch. i peeled back some of the wires coating and checked the voltage it was a tad higher not much so it not the socket, it looks goods. i guess i'll be doing alot of peeling.

Check the wire harness connector under the windshield coolant tank.I had the same problem.the washer fluid gets in the connector and corrodes it. Unplug it and spray some electric contact cleaner in there.

there is 2 fuses for headlights in the inside fuse panel when i blew 1 the other light was dim try that

Thanks guys, i actually pulled one fuse and all three of the lights went dim except the one that is the root of my problems, it still was out. I went into the courthouse today and got my fine reduced and two month to pay another bonus. As soon as the weather stops raining everyday here i will take another look and follow the wire and see if something is wrong.
