High Idle, TPS?

This has been sort of an on going problem with my car. For some reason, it will just start idling high. Right now it idles about 1200 RPM. I hooked my scan tool up to it and with the engine off and with the engine running, the TPS shows 1.1%. Pushing the accelerator all the way will make it read 100%. Should that reading be 0% when I don't have my foot on the pedal?? I checked for vacuum leaks and haven't found any so far. This has happened a couple times before and at one point the car was almost undriveable because it idled so high. I'm talking around 2k+ RPMS. Any other suggestions?? IAC maybe?

The TPS is just a potentiometer, so having a 1-2% error in the resistance is well within tolerances. In other words, 1% isn't going to make a difference.

Does your car throw any codes when it idles high?

No codes and unhooking the battery worked for me before but I'd like to finally figure out and fix the underlying problem.
