The car is a 1998 Z24 with a manual transmission.
When you start the car it'll start idling at around 1500rpms for about 30 secs, then drop to around 1000rpms.
Which seems to be about the correct idle speed.
But sometimes it'll slowly drop rpms down into the 600 range and then sputter and die out, much like running outa gas.
If you rev the motor up to about 2000rpms it won't go any higher, but will keep running(very bogged out however).
I've also noticed it you make a sharp turn within a minute or two of starting the car, it'll lose power and bog down.
Ether way after a few minutes of reving it up, or starting it after it stalls it'll run fine.
I've changed the spark plugs, did the dodge neon coilpack swap(helped a bit) but still have this issue.
I'm thinking maybe a fuel issue?
I know the check engine light keeps coming on something about the catalytic converter saturation levels low,

When my cat went bad my car refused to run right till it was able to "re-learn" if you will....Also could be a vaccuum...theres only like 3 lines on the 2.4..check them out.

I noticed today that there is a odd whirling/whining sound(sounds like air) coming from around the power steering pump.

I have this problem since a year .. I have done everything : I have change the O2 sensor twice .. fuel filter ... cleaning the injector .. temparature engine sensor .. spark plugs .. tested the coil pack ... plugged the scanner twice ...bring it to GM dealer ... ( still have no cel on ) ... and we found nothing .. it still does the samething ... so if someone as a clue ... let me know ...and good luck !!!
I also forgot about .. changing the egr and check the fuel rail if there was not a injector leaking ....
This is my first time working with a 2.4, where do the vacuum lines run to and from?

Well this morning when I started the car, it roared to life, hit 5000rpms and idled at 3000rpms.. and the brakes were locked up.
Popped the hood and found the brake booster line had slipped off the TB.
I guess the clamp is worn out and is leaking, and now is causing it to slip off.
I do believe this is part of my idling issue, changing the fuel filter this weekend see what that does.

if it revved up that easy it doesn't sound like its having a hard time getting fuel...
it may be good to do anyways but get ready for some serious work.
my fuel filter was seized in there bad.
Well the small clamp thats supposed to hold the brake booster line on the TB isn't tight enough to keep it on,
Went to walmart got a pack of small adjustable clamps for less then $2 and it idles great now.
Still having an issue every once in a while where the motor bogs down.. and after giving it steady gas a few seconds it jumps back and takes off.

and it only happens at low RPMS(less then 2000rpms) when in low gears, or sometimes when using cruise.
