Clunk in steering wheel

I have a 99 Sunfire Gt and when turning while going slow, I can feel a clunk, stutter in the steering wheel. It does it when turning both ways, it doesnt happen when driving fast, and doesnt happen all the time. Could it be something to do with the steering column, or where should I start looking.
