Not deccelerating

2.2 ECO / 5spd, just to clarify..

When I hit the clutch to either shift or put it in neutral when comin to a light, the RPMs drop very lil if at all. And if I'm under 2500 RPMs, it'll actually rev up depending how low I'm revving. It more or less wants to keep around 2200 - 2500 RPMs, but once I actually stop the car (or make the wheels stop rolling), it drops back close to normal. Now, I had a couple people tell me that thats just how the Getrags can be sometimes...

I doubt it has anything to do with the transmission. Sticking throttle, maybe?

I didnt think it was the tranny.. just relayin what I heard the throttle theory seems plausible considering when I brake and leave it in gear, if I let it go under 2k RPMs, then release the brakes, the car will actually accelerate on its own.. kinda sh*tty in traffic... also, what vacuum lines should I be checking?

A SIDE NOTE: it doesnt do it all the time.. its a "once in a while" kinda thing... and it seems like if I turn the car off and back on, it'll be ok after that...
