Snap On Scan Tool Doesnt See Computer, Bad ECU? HELP

I am trying to get this car going to sell, it is a 1996 Cavalier LS Convertible 5 speed 2.4. The car was running bad, it was very slow and felt like the timing was off a ton. The car would idle find but when you tried to accellerate it just doesnt go. It feels as though the timing is staying at idle or retard. So I scanned the car with a Snap On Scan tool and nothing happened. The tool did not turn on and since it is OBD-2 it gets power through the plug. I assumed that maybe the computer was bad so i replaced it. Now that I replaced it it does nothing, just turns over. I also noticed that when cycling the key the check engine light does not flash also indicating a computer issue. So the car currently sits and does not run I dont know what to try next.
Any help would be appreciated

Try switching back to the other computer see if the OBDII toll recognise it. If it does just pull the codes to find out what is failing, IŽll bet it is a sensor maybe MAP or Throtle position sensor.

Was the computer reprogrammed for the vehicle? Also check your fuses for a DLC fuse or CIG fuse and make sure those are both okay.

Not reprogrammed, I was told it may not need it. Whats needed to reprogram it? Would the cig fuse really affect it?

the data port gets the power from the cig fuse, so if that blew, then that would cause the scan tool not to read.

hes right..i get it all the time at work..the state computer cant read a port for state inspections if the cigarette lighter fuse is blown..the power for the port runs thru that fuse..so more than likely thats the problem..go check it and get back with us

i will check today, that still does not help figure out the problem with the car running like crap. Also i still dont like how it does not flash the check engine light when I cycle the key. I am going to put the old computer back in with the new cig fuse and hope it runs. A running convertible has got to be worth 1300 bux, lol.

Still havent had time to put the old computer in, it is also like 2 degrees out so that doesnt help. Any people have ideas for why the CEL doesnt flash when the key is on?

if you turn the key to accessories and the check engine light doesn't come on for second your ECM is done. But you said you could start the car so I have no idea what your talking about. if the car is running and the check engine light isn't flashing that just means that the computer isn't seeing missfires.
