Even if there is no pressure in the clutch system, should the pedal still come up?

Im asking bcuz its to the floor and doesnt come up unless done by hand

Pumping it up and down manualy the clutch fluid goes nowhere

AND... pedal down, air comes out the bleeder. Pedal up, air gets sucked in...

Is this the result of a failed clutch master cylinder?

My cylinder went out and the pedal did not return. You need to use a vacuum or and pump to bleed system
