Would a 70/30 mixture of dexcool/water cause any harm to my motor? My car is a 99 Cavalier Z-24 with a 2.4.

no if you mix green and orange together you get jello. water is fine but i buy the pre mixed stuff anyway.
I need the extra freeze-up protection because it gets extremely cold in Northern Alberta in the winter, like -40C to -50C at times so a 50/50 mixture (rated for -37C) would freeze up.
I agree. It's basic chemistry. An "aqueous solution" is a chemical disolved in water.
Anyway I drained 3.8 litres of 50/50 (approx.) out of my recently flushed (2 months ago) coolant system and added 3.8 litres of 100% dexcool. I'll let the coolant system do the mixing (I didn't forget the reservoir - I managed to mix that stronger than 50/50 too).
The capacity of my coolant system is 10.1 litres, doing the math correctly results in a 70/30 mix (approx.).
I would have done the 70/30 mix initially however I didn't know about the extreme cold that can happen in that locality. I definately don't want my coolant system slushing or freezing up.

I flushed the cooling system on my car today and put in new dexcool antifreeze. According to the instructions on the bottle a 70/30 solution is OK.

Completely false, if you mix Dex-cool and regular antifreeze you get a brownish looking liquid. It doesn't get any thicker.

Just a note walmart sells there super tech brand antifreeze and it will mix with ANY coolant and cause zero issues in case those who may not know .I myself use this in my old school rides and does a great job with no problems not to mention the cost is considerable lower.Just some info for those who may not know this.
Old school rides don't use DEXCOOL. Just use dex/water like it says.

Remember to use
DISTILLED WATER only. Using tap water has calcium in it and it will shorten the life of the water pump, not to mention tap water is not the cleanest around either even with chlorine in it.

For the winter conditions you listed, 70/30 is probably fine and even a little overkill. Just make sure you remember to change it when summer arrives. You'll be running way warm.
I took Dexcool out of the equation altogether. I run normal (green) antifreeze now.
