Bad skip/miss under load

I have a 1996 Cavalier Z24 5 speed.

Under mid to heavy load this thing skips like a girl on a playground. I had this problem before and it turned out to be the coils, I replaced them and it ran fine for about a year and a half. I recently washed the engine off and the skip came back. I took the IDI cover off and blew all the water out from the spark plug area and made sure every thing was completly dry (the coils and such never got wet) just the ign mod. So I replaced coils, ign mod, coil housing, and boots with all new ones and it got better for about 2 hours of total driving (10 mins here, 30 mins there, etc.) then it comes back not so bad but gets worse and worse the longer you drive it until it gets to the point that its at. When I am accelerating hard in any gear or when I am in 5th and I put it under a load it will skip badly. It Idles fine but if you floor it while sitting still it will hesitate at first and then pick up the RPM's quick. Anyone have any idea of whats going on?

Also I replaced plugs with new NGK TR-55's

Only mod now is HO mani swap and EGR delete (I have the EGR sim pluged up but not hooked up)

The only CEL I have is EGR flow insufficient (Because it runs poorly when you wire it in-line with map sensor wire)
