Cooling Fans work "sometimes"

Ok, I've been havin trouble with these for a couple days now. I noticed my car was getting a little too warm when sitting at lights, but cooled down once I started moving again. So that ruled out the thermostat. Now today I decided to start my car and let it idle up to proper temp, which THEN the fans turned on. I pulled the fan relay when the fans were on and they shut off, so that rules out the relay. I took the Cavy out to test how it would react to driving conditions, and it started overheating again at lights. So, I don't know what to do..I found out when I got back that the fans turn on with the A/C on...which just made it wierder lol. If anyone has any info, it would help a lot. Thanks in advance...

by overheating do you mean off the end of the temp gauge? or do you just mean it gets kinda high? because what you're describing sounds pretty normal to me.

My car has never gone past 190 or so, which is just under halfway...but lately it goes to 210-220 or so before I crank the heat and get worried...I always usually notice my fan coming on when I sit at a light cuz it bogs the engine for a sec...I don't know then, it just didn't seem normal to me.
