The DRL runs the Hi beams in series, instead of parallel. this gives the half brite feature of hi beams for DRL's. This if there is a problem with either of the hi beams, the DRL's become inop. The flashing DRL indicator, is the indication of a problem in the system. Since you indicate you have already tried a new bulb, the next most likely cause is a bad wire (power or ground) for the inop hi beam. Grounds on this car is most suspect - Could be corroded.
