Tried to help neighbor with his cav...I be no help

First off the car is a 2.4l, auto, 99 Chevy cavalier. YEAH!

I was trying to help the neighbor, change his headlight bulb on his low beams on the driver side. Well changed bulb. No light.....
Check the fuse. Fuse is not blown, even check it with an ohm meter. ~~scratches head~~ Then took volt meter to see what the voltage to the socket is at. It is 10.23 volts? I thought it was kinda low, but should work......Nope still doesn't work. Wiggled wires, check connections.. Nada thing.....wrong / worked... that I could see.

Any help would be great.

Did you check for a good ground? You won't get 12 volts unless you have a good ground. Try rigging a ground wire to the rad cradle and see if it makes any difference or better yet go directly to the ground on the negative battery post.

You should also check the continuity of the power wire from the headlite switch to the headlite. There may be a poor connection at the firewall.

i had the same problem with my pass. side headlight i did a retrofit hid and when you would turned on the lights the pass. light would flicker i checked it and it turned out to be i had a bad ground

corroded connector under battery, very common.
