ok i just installed a new engine in my car and the idle races up and down i sprayed everything with carb cleaner no change i have heard about a idle air control valve where is that and how do i check that any other ideas let me know oh yeah i can take my hand over the intake and make the idle perfect thanks in advance for the help

IAC is a small pintle valve on the throttle body. Acts as a choke, like your hand, keeping the idle under control. I'm guessing yours is either not hooked up or not moving.
You can take your hand over the intake and it idles perfect. Are you referring to the manifold, you part your hand over a portion of that, and it idles perfect, or your TB and idles perfect?
When you installed your intake, did you follow your torqueing procedure, and installing?
You need to start at the center, and work your way out. For example, it might be finger tight all, then torque to 25lbs, than to 50lbs. In the order they say.
Was that done correctly?
If you put your hand over your TB, and it idles perect, but with the tubing, and MAP sensor hooked up, it doesnt than you have leak someplace in the tubing up to the TB.

ok i fixed the idle up and down problem and now it just idles really high i have checked all the gaskets and replaced them replaced the idle air control valve i was referring to the throttle body about covering it up with my hand and it will idle perfect did i hear somewhere that the throttle position sensor could cause a high idle also i pulled the negative to restart the ecu and the throttle plate is not sticking either thanks for everyones help
