In desperit need timing help

Ok guys i have done a search but couldn't find the exact answer to my question I'm having problems with my timing chain tensioner i replaced it with one from the local dealer, its a 2 piece ran by oil pressure. After putting the new one in i have about a half inch of slack. only assuming there is no pressure behind it to force out the cylinder. Thing is on the side of the new one and two old ones i have say "see manual to rest" how the hell is this possible the book only explains the spring loaded kind. My only solution to the problem is that my oil pump is bad and isn't pushing out enough pressure to put on the tensioner. is there anyways to check

no i just bought a tensioner but i did a little more research and thanks to Lenko, John Lenko
i found my solution all i needed to do was press the cylinder in to release the spring so im going to try this out and let everyone know if it works thanks though
