shaking front end?

I have a major problem. When I drive my car myfront end shakes insanely when I apply the brakes without a load on the engine it is worse. if I downshift into a lower gear and then apply the brakes again it gets better. I need to know what you guys think I just had an inspection and they said my inner tie rods were fine and my brake pads were fine the only thing I really can think of is the rotors are warped but that doesnt explain why it shakes worse without the load

outter tie rods could be bad, car could need to be aligned

Bad CV axle maybe?

Probable a tie rod or possibly a control arm bushing is totally gone.

Do you feel a shaking in the wheel or in the brake pedal?
