I have an 03 cavilier and the headlights wont come on. I hit the power outlet right by the ignition with my key and blew a fuse. Now the low beams won't come on. The highbeams will but the low beams/daytime running lights won't come on. I replaced the bulbs, headlight relay in fuse panel in car, no fuses blown and still no worky. I think that the daytime running lights relay is blown but I don't know where it is. Supposed to be in front of the front impact bar but the only relay that I can see is the fog light relay. Any help would be sweet.
In my car, the DRL relay is located in the fuse block located on the left side of the instrument panel. The fuse block is hidden by a removable plastic cover. Actually, the DRL relay, even if bad, should not be the cause of your low beams being inoperative. Basically, the DRL relay operates in parallel with the headlight switch so no matter the condition of the relay, the headlight switch should still send a ground to the low beams when the switch is turned on causing the lamps to illuminate.
I already replaced that relay. the lights don't come on at all. When I put the car in gear the daytime light flickers like a strobe light and I can hear the relay clicking on and off and then the service light comes on. I read in the hanes that there is a relay behind the front impact bar. Is there any fusible links in our cars?

Yes, but not in the headlight circuit. The headlight power comes from the battery through the underhood fuse block via a 40A fuse labeled BATT 1. From there it goes to the instrument panel fuse block and feeds through to the headlights via the left and right headlight fuses (15A). The left headlamp fuse also provides power for the DRL relay. The same power is used for both the low and high beams, so if the high beams are working, then the headlamp power is okay. It kind of sounds like one or both low beams could be burned out. Normally, the DRL circuit will attempt to energize the low beams through the DRL resistor when the headlamps are off. If it senses that the headlight current is low (such as would be the case if one or both low beam bulbs were bad or disconnected), it will flash repeatedly and then turn off. The CHECK ENGINE light should come on. I would check the bulbs and the connections to the bulbs for a possible problem.
