Whining when coasting

The title says it all. In all gears I get a whining sound coming from the belt side of the engine whenever I let off the gas. The sound is louder at higher RPMs and decreases in pitch and volume as the RPMs decrease, and that sound is magnified in lower gears, especially 1st (when there is more resistance from the tranny). This sound does not occur when in neutral, with the clutch in, at idle, or when accelerating.

My first instinct was that something is rubbing on the belt, but I took a somewhat close look and there was nothing touching the belt and there were no marks on the belt. My next inclination was the power steering pump, because when I crank the wheel either direction there is a different whining sound. The fluid is full. I have no idea when the last time the belt or the power steering pump was replaced. I understand the pump is probably going due to the sound when I crank the wheel, but I want to identify this sound before I replace the pump in case this unidentified sound is of higher priority.

My profile information is accurate. 1997 Sunfire 2.2 OHV Manual transmission with a little under 150,000 miles but about 10,000 miles on the professionally-installed tranny (just trying to get rid of accusations of a bad installation. ).

Thanks for the anticipated aid.
Tim
