I'm gonna bet it's a stuck throttle cable.

well first, I would check to see if the intake you put on is binding it up.
go out and take a look at where the throttle cables hook the the throttle body. see if the assembly moves. there will be some resistance.
or, you could pull the intake back off and crank the motor to see if it still does it. if it doesn't, put it back on but be really careful when you do.

does the linkage move at all? did you try taking the intake off of the throttle body and cranking the car?

do you know where the throttle is? check your cruise control line it sounds like its twisted too many threads.
Is your pcv valve hose hooked up or leaking because if its unhooked it will be wide open thottle check all your hoses running to throttle body could have unhooked one while taking the intake off.
what about the IAC motor maybe got unplugged?
PCV Valve? IAC motor? No no no!!!!
This happened to me in my Corsica before. Your throttle lever is most likely stuck.. I would almost guarantee it. I don't know abotu Cavaliers, but from what I know already about IACs, they dont bounce off the rev limiter when they're unplugged, it throws a code, and I think the PCV valve has NOTHING to do with it.
Check your throttle lever.
take off the screw and take off the plastic covering to the left will be the cruise make sure its not overtightened or it will rev the engine. also try to just rev it a couple times manually maybe its sticky etc aso cleaning your t/b out might also help

you probably hit something when working on the car and got it stuck open. Just pop off the intake and take a look at the betterfly's, if it's open the cable is bound up somewhere.
Im sorry to share mikedurn but if the pvc valve hose is disconnected or leaking the throttle body will suck in air like mad beyond the thorttle plate and that could cause it to do what its doing , many people block off there breather line with small filters possibly he could have blocked the wrong breather off with filters causing i to suck air like mad.
