just rebuilt engine and now have a CEL code 0123 throttle position sensor high input voltage and the car doesn't have WOT what's wrong or where do I start to look??

I'm going to take a wild guess and say your TPS sensor??
i'd also say check your input voltage and/ or resistance
checked all TPS values they are all fine also had a p0132 ...O2 sensor1 reading High or rich which is what the AF gauge is saying when you can get it startedit is pegged on the Rich ....also when the car is cold it won't start unless you spray it with 2+2while cranking then it's OK until it gets cold again?????
