My father has a 2006 silveardo truck with the 4.3 motor and auto transmission. He has had it around 41 months now. truck has around 23,000 miles on it, he does not drive it much. Anyways he had a check engine light come on and i used my scanner to read and clear the code. the code was P0128. i looked this up here

the coolant level is fine. his temp will only get to around 170 with his A/C on (cooling fan running). so im thinking his thermostat is sticking open or not closing all the way. my question is....
is this covered under the 5 year/60k mile power train warranty?
I found this on chevys site but its for the new 100k warranty not the 60k warranty. has this changed?

Yes, it should be covered, but note this, its getting colder, and I work in the automotive repair field and see this code alot in colder weather, bcause it takes longer for the truck to warm up, plus using the heater, it may never see full operating temperature and that will cause a code. Some of these newer vehicles are picky!
But in the other hand, I saw a Cobalt with this code and i ended up replacing the thermostat seal because it ripped just enough to bypass the t-stat somewhat and cause the code as well,.
