He can get that licensed in Quebec... it's basically a Kit-Car, so it'll get a VIN issued to it as long as it passes a "bien, ca marche" once over (also called incorrectly a mechanical inspection colloquially).
Seems a little odd to me though... Like going next-door by way of China... and swimming the oceans while you're at it... Using a Ford 351 in a Hummer... damn man.
