I got an 03 cavlier and i need to take off the black piece that sits ontop of the bumper under the hood...i am trying to replace my headlight bulbs. there are these little black things that are stuck on the top of the bumper and i cant pop them off. is there a trick or am i doing something really wrong??

Ummm..... you have to take out the middle piece of the clip. What I use is two flat screwdrivers. I put on on either side of the middle clip and just pull up. Once the middle piece is out, it all just comes out.
