No High Beams or Horn

99 Cavalier RS.... Base of the Base Models. lol

I have no high beams, my horn doesn't work from the steering wheel, but it does work when I connected it to the battery to test it out, and last but not least my air bag and seat-belt lights are on but I have air bags and my seat-belt works as well.

Alright alright alright. Our cars are a negative ground system, and it sounds like your light switch gone and went out. I'd check with a multimeter, you should have ground to the high beam wires when they're turned on. Check the interior section for colors of the wires. Or check with a meter, there's only two wires for the high beam, the hot and switched ground.

Horn horn horn. Ciggarette lighter fuse. Replace, ?????? Profit.

Sounds like something is disconnected at the air bags for them to go out. It looks for a specific resistance, and if it isn't there, light is on. Seat belt, just yank the light. There's a switch under the driver's seat that connects to the seat belt. It's goofed up.

Fixed the horn problem... the red wire with the coil around it in the airbag on steering wheel was just hanging so I pushed it in and tested it out.
