Horn not working, safety issue...help?

Well my horn stopped workin and i decided to rip the air bag cover off and see what was goin on in there and the positive lead thingy that holds the wire down had its little clip thing borken so that it could not hold the wires for the horn in their place...Well, I have another cavalier for parts so i ripped the steering wheel off that one and took the horn wiring...like the 2 clips, with the ground and the positive leads...and was going to install them when i readlized one of the clips was broken, so i just took some wire cutters and took the clip off the original one and soldered it in the place of the broken one on my other wires i took out of my other cavalier....Well, the horn still doesn't work...The positive and negative of the wires may have touched, would that cause a fuse to blow anywhere and cause my horn not to work, because my horn is still not functional and i want to get it working asap...

you may actually have to replace the horn itself, I had to on my cavalier. when I hit it I could hear a clicking sound but there was nothing else. I hooked a test light up to it and saw that it was getting power so I knew right there is was bad. put a new one on and no problems since.

Cigarette lighter/horn share a fuse, could be the relay, or the horn itself.

Alright thanks guys, ill try putting a different horn in if the fuse isn't blown
