Hanging Idle/not idling down>>> 99 Z24 2.4L

So I have been having this problem off and on since it has gotten cold here in Iowa. My z24 runs great overall but at times the idle does not want to come back down weather it be just starting up or cruising it won't come back down to proper idle speed It did it a few times in summer but has gotten much worse in the cold. It varies from time to time but the highest it gets is about 3k. It happens probably 2 times out of 5 and i can't figure out why. I checked my throttle cables, they dont seem sticky and they go back to closed position just fine. The only thing I can do as of now to bring it down is to hold the brake, that usually works but i cant just slam on the brakes when trying to come to a stop especially with the ice we got this past week.

So anybody have ideas to the problem or solution? Could it be the TPS or some other dumb sensor in the intake?? I haven't had to do much of any work on this car yet so i'm not sure whats what and i dont want to have to work on it much but i guess i will have to.

I mean if holding the brake causes it to return to a normal idle, I'd start by checking the booster hose, and then possibly the booster itself?

Vaccume problem, if you find no leaks look into an idle air control valve

1 of these 2 things. You might want to pull the TB (throttle Body) and clean it really good, and clean the IAC (idle air control).

I will check into that when I have time, probably not until winter break. What I dont get is how would a vacuum leak cause high idle? it would be letting more air into the engine causing more of a lean condition than rich, air i know is a big factor but unless the computer is telling it to, it wont be receiving more fuel. I will check the vacuum lines over and spray some starting fluid or something around intake and lines to check for a leak, not sure what i will find. Idk what this changes but it has aftermarket intake with k&n filter and a different intake manifold, I dont know what the difference is, it looks the same to me but has been changed. I have what i assume is the original along with the other stock intake parts. The two manifolds look the same so i'm not sure of the differences. I will check out part numbers maybe one was a superior version?
