Help, rough start in the rain

Well let me start with the car. It's a Pontiac Sunfire 1997 5-Speed Manual SE2.2L. I got the car about 2 years ago, and had this same problem, as I'll explain. My car knowledge is very minimal. I can change the air filter, but that’s about it.

Last year my car during the rain had a lot of trouble starting; it would click but not start. During a bad rain storm my car wouldn't start, after sitting outside in the rain for a few hours. My estimate is probably about 4 to 6 hours in the rain. So I ended up having a mechanic tow the car the next day and take a look at what was wrong. The answer he came up with was the starter and it was replaced.

Now comes this whole month where it's been raining a lot. The car is having the same trouble with the start. Click but no start. After a few tries it finally starts. My first thought is the starter again, but if that one was brand new how could it go bad that quickly? After the car is started, this is normally with or without the presence of rain; it will randomly skip every so often while accelerating. Typically the skipping will happen around the 2000 RPM to 3000 RPM range, but I've noticed it's not selective to that range. Besides for those two problems the car runs fine, minus the whine of the engine.

Anyone who has a possible solution, or has experienced the same problem help would be much appreciated.
