2003 cav... zero options.... 5 speed

Basically... my wipers wouldnt shoot fluid out the passenger side. SO i assumed it was frozen up. I went to the car washer and blasted my wiper blades to get them hot and melt the jammed ice. NOW, the fluid spray works.... BUT the speed of the wiper is insanely slow.... regardless of what speed setting it is on. it is like the wipers are struggling. Temp is always around -20C



Any ideas???

Wiper motor maybe wearing out, Or just because of the cold its taking a while function properly.
