low voltage to fuel pump

I have posted on this before and I hope somebody has something good to say. Fuel pump IS good, I KNOW the problem is the voltage....I have 12.5+ volts at the relay and between 3 and 5 volts at the junction box where the fuel pump plugs into. I thought it was a short in the wiring at the box...I removed it and well all wires seem good....Aside from just testing the wires at the connection under the hood and @!#$...is there a computer module or something that regulates voltage....or am I just going to have fun testing wires and connectors tomorrow

What problem are you trying to diagnose? Is the car not running? Seems like an odd problem. Ive never delt with this kind of problem, however, i dont think that the voltage should be regulates to regulate fuel pressure. That is why our cars are set up with a pressure regulate and a return line. If you think it is a problem are the j box, get one from a junk yard and see if that fixes the problem

well sometimes it just wont start and I cant hear the fuel pump kick in after LOTS of testing and a new fuel pump and filter I finally checked the voltage which is not enough obviously
