is there a special piece that the top of the 03+ "filler" pieces under the taillights mount to that needs to be behind the bumper for it to fit properly? that portion of my new bumper doesnt seem to want to line up totally right

Yes...there is a plastic mounting strip (on all cavs) that runs under the bolts that come through the quarter panels...the bumper edge sort of "sandwiches" between that strip and the quarter....well on the 03+ that mounting bracket continues up the tail light, and has two small notches at the top by the tail light, that the "filler area" of the bumper clips into and holds it in place.
I'll snap a pic in a little bit when I go out to my car.
Ok, here's the piece I was referring to, see the two tabs along the top, they clip into the notches on the bumper's "tail filler" to hold in place. So basically you just need to swap out the mounting brackets at the bottom of the quarters for 03+ ones.

Yes.
The bumper just gets two bolts through each quarter panel, and the mounting strip has one bolt near the wheel well (where your current one does) and the other end bolts in under the tail light where the prior year models tail light filler would bolt in.

i just got the brackets at the Indy cookout! lol! so bout a year without proper brackets!
and when u gonna paint my car! saw the Quibby, how much did that run for like paint, bondo, rust repair panels,
caz my car is quite similar in the needs a 1/4th pulled, rust, and needs paint.

When do you want to bring your car to me, lol! How much of your car needs repainting? Because that will dictate how much material you need, and of course, price. Phil bought a gallon of primer, a gallon of color, and a gallon of clear for Qwibby, which is about average for a complete color change (and he does have a good bit left over for future touch ups). We also used a urethane based system, which typically costs more.
90% of the time I use acrylic enamal, usually Dupont, and I can get it at discount from my supplier (usually about 10% of MSRP). If you can get me detailed pics of all the damaged areas (rust spots, size and depth of damage to the 1/4, etc) I can give you a ball park idea on cost and time frame.
