Does it fit on an 05 ls bumper or do I have to get a 95-99

There's a WW lip for the 00-02 rear and one of the 95-99 rear. None for the 03-05 bumper.
IMO 00-02 with the lip looks better.
I dunno if this helps but Strat81 is running the stock rear lip on his 03-05 rear bumper.

will it fit over the ls rear lip I was looking at that I've got an 05 ls and I'm thinking of changin the side skirts and rear but still keepn the front

NO, you will have to cut the stock rear lip off or get a base bumper.......

your best bet is to trade someone for a stock bumper + cash. people like that LS rear....
