It's called a waste of money. Supposed to let air out of the back bumper. Better thing to do is not let air get under the back bumper.
I love it when I see these things on cars running 14's and they still have the reinforcement on the car. Kinda makes it a waste. get some sheet metal and fabricate something or make it out of carbon fiber or fiberglass.
If you still want to do it you don't need a sheet metal lay out. Cut the holes out yourself or run without a bumper.
