about the rubber between the tailights and body

I have a 1999 cav, and the tailights gets unified with a rubber or some sort of foam to the body.... Well this "foam " is getting old and dirty, so I was just wondering if is safe to take it off ?
has somebody done this ?
will I have like a gap or something out of place ?

If you're talking about the outer taillights, then: I used to have a cavalier and for about 3 years I had outer taillights that had no weather stripping (the rubber) around them. It left a small gap between the taillights and the body, but apparently led to no problems as it always worked fine and no water got in anything.
