well obviously it has to be stripped off and recleared. thats the only way your gonna fix it
wet sand it with 600 untill it looks good while its wet then clear coat it.

so wet sand with 600 grit to get it off and just be careful around the spots whereit is already completely stripped off?
if your not sure how to wet sand, then dont do it. if you rub to hard you'll burn through it fairly quick
i know how to wet sand but hose areas in the middle of the pics alread have absolutly no clear coat on them so I am just sayin I have to make sure to be very careful in those areas
