can i change out the ecu from a 95 2.2 cavalier to a 97 2.2 cavalier?

Not without changing atleast the engine harness. Are you doing this for tuning purposes? If so look into the ostrich and tuner pro...the 95 is a much more tunable ecm.

well found out last night first hand that the 95 ecu and 97 ecu are completely different so ... no they are not swapable with out modification

Why get ride of your 95...unless its a auto 95 ecu.

i have a 97 with a bad ecu or something because my cigarate lighter and computer reader under the dash won't work.

....or just a blown fuse.........since they are on the same circuit.

well that would make since that the fuse would be bad except that the fuse is good i even replaced it to make sure.
