how can i get the security system turned off

i am building an 04 cavalier to be a circle track car and it will not run but for a second because of the security system does anybody know of anybody near tampa,fl that has the pigtails to hook to the ecm and somekind of tuner to tune off the security system.

can it relearn even if i dont have the cluster in it yet, i gota wait to get it back from dakota digital, and what is it? turn the key to the on position for 12 minutes?

I am fairly sure that HPT could turn off the VATS w/o the cluster being there.
