THAT'S FREAKING HOT RIGHT THERE. LOVE THE WHOLE CAR!
(except the front license plate, not much you can do with that though)

Materials needed:
-120 Grit sanding discs. (Either the sticky back or hook and loop type will work.) I used 5" Discs. Get alot of these. They wear out fast.
-A backing pad for a drill. Make sure it's the same size and type as your sanding discs.
-A drill.
-200, 400, 600, 800, 1000 and 2000 grit wet sanding paper.
-A tub full of water to put the rim in while wet sanding. (I used the bath tub.)
-A wool polishing bonnet
-A foam padded backing pad for the drill. Make sure it's the same size as your polishing bonnet. Again I used 5".
-A green bar of metal polish.
You can buy all this at Princess Auto and will have the quantity and price you want. CT and the like will NOT have all these materials and the ones that they do will be grossly overpriced. (5 sanding discs @ CT cost the same as like 25 from Princess Auto)
Directions:
Start by using the sanding discs, backing pad and drill to remove all the clear coat, power/base coat and any corrosion. Take it right down to bare metal. This is what it should look like. (Bare rim on the right, stock rim on the left.)
Once all 4 rims are down to bare metal put them in the tub of water and start wet sanding with the 200 grit finish. Ensure to periodically wet the paper to keep it clean. It will gum up and not work if you don't. Keep sanding until all the deep scratches from the sanding discs are gone. You can feel the rim is smoother to the touch and the paper moves over it with less resistance.
This is what it will look like after 200:
Repeat with 400, 600, 800, 1000 and 2000 grit sand paper. When done the aluminum will feel super smooth but will still look dull. This is what mine looked like after 2000.
Now it's time to make it a mirror finish by using the polishing bonnet, backing pad and drill. Use the drill to spin the fresh bonnet and hold the bar of polish on the bonnet as it spins. The heat of the friction will melt the bar of polish on the bonnet. (You'll see the bonnet will turn green.) Apply the spinning bonnet to the aluminum. Thoroughly polish the entire rim (you may have to reapply polish to the bonnet a few times.) The bonnet will leave behind a residue of black crap but if you wipe that stuff away a beautiful mirror finish will be underneath. You can minimize the black crap but using the polish sparingly. Also it dries really hard so try to wipe it off before it cools. If it cools it's can still be removed, it just takes alot more effort. Your rims should now be shining brilliantly...
They'll look nice for now but will quickly oxidize and corrode. Be sure to get some metal polish on there ASAP to protect the rims from the elements. It was April 2005 when I did this and a little Meguiar’s Metal Polish always makes them look like new. DO NOT clear coat them as the surface is so smooth the clear coat has nothing to adhere to and peels of right away.
Enjoy!
