I am starting by creating a fiber glass piece while the bumper is still on the car and then I will remove it and reattach it while off! this is just a start!
i would just get a new front, thats a huge piece to fill

Maybe you can do it sorta like the TRD bumper, where the middle section goes in a little bit.
